Lacey Arthur
Founder & Chief Instructor
As founder of UTCA, Lacey's vision has always been centered around our customers' needs. Lacey is an NRA certified pistol instructor, NC DOJ Concealed Carry Instructor, Sheepdog Church Security Trained, Twin Rivers Friends of NRA Committee Chair, hunter, and lifetime supporter of 2nd amendment rights and shooting recreation. She grew up hunting and shooting rifles and her passion for pistols started as a young adult. She has been teaching firearms since 2017 and has broad experience with shooters new to the sport as well as those looking to hone their skills.

David Payne

David started his firearms journey as a young boy with a Ruger 10-22. His boys’ church group volunteered to dispatch ground squirrels on cattle lands to prevent cattle from breaking their legs in squirrel holes. As a teenager he used his older brother’s .270 Remington to hog hunt for
fun and food. Eventually he joined the Army in 2004 and fought in both Iraq and Afghanistan. David has extensive experience with the AR 15 platform and truly enjoys teaching other’s how
to master the rifle in a fun yet very safe environment. David also teaches basic pistol marksmanship and tactical drills to those who are ready for the challenge.

Kenly Bremiller

Kenly started out as one of our first students and quickly grew into the Up The Creek family! His support has been crucial through our growth while his assistance with range construction and in the holster shop has been paramount. His passion for 2nd amendment sports, background as a firefighter and first responder and keen eye for safety on the shooting line has made him a perfect addition to the team.

Bryan is the co-founder of UTCA, Range Safety Officer, master custom holster builder, hunter, and Twin Rivers Friends of NRA Committee Member. Bryan's craftsmanship in the holster shop is second to none and his gear has been proudly worn by elite groups such as the NC Highway Patrol Rapid Response Team, members of the Craven & Pamlico Sherriff's office and more. Bryan also assists with our website design and technology integrations.
